Entry Requirements

Makers must be Eligible Participants at all times during the Challenge.  Makers must do the following to participate in the Challenge:

  • Register for the challenge on the challenge Website by clicking the “Register for this Challenge” button. To complete registration, sign up to create a Devpost account, or log in with an existing Devpost account. There is no charge for creating a Devpost account. Registration will enable Makers to receive important updates and access the “Enter a Submission” page.
  • Complete and enter all of the required fields on the “Enter a Submission” page of the Challenge Website (each a “Submission”) during the Submission Period, and follow the requirements below.
  • The Maker must provide an attached zip file containing the Application’s code, a link to their GitHub Release hosting the Application’s code, and any other deployment files and instructions needed on the submission form entered on Devpost.
  • Optional: Create a video that includes footage that clearly explains your Application’s features and functionality through a comprehensive demonstration.
  • Take any other actions and fulfil any other requirements that may be specified on the Challenge Website or notified to Makers.

B. Language Requirements

All Submission materials must be in English or, if not in English, the Maker must provide an English translation of the demonstration video, text description, and testing instructions as well as all other materials submitted.

C. Application Requirements

(i) What to Create: To qualify, Makers MUST create an EOSIO smart contract that can store and invoke EVM (Solidity) Smart Contracts in a virtual Ethereum-like environment (an “Application”):

  • The Application MUST persist an “Account Table” consisting of:
    • A unique 160bit account ID
    • A nonce (sequence number)
    • An EOSIO token balance (aka SYS)
    • [optionally,] a unique associated EOSIO account
  • The Application MUST persist an “Account State Table” per account, if it would not be empty, consisting of:
    • A unique 256bit key
    • A 256bit value
  • The Application MUST persist an “Account Code Table” per account, if it would not be empty, consisting of:
    • EVM bytecode associated with account
  • The Application MUST execute EVM transactions as faithfully to the Ethereum Yellow Paper as Possible, with the following specific requirements:
    • There will be no effective BLOCK gas limit. Instructions that return a BLOCK limit should return a sufficiently large supply
    • The TRANSACTION gas limit will be enforced
    • The sender WILL NOT be billed for the gas, the gas price MAY therefore be locked at some suitable value.
    • All other gas mechanics/instructions should be maintained
    • Block number and timestamp should represent the native EOSIO block number and time
    • Block hash, coinbase, and difficulty should return static values
  • The Application MUST implement an action named “raw”:
    • Whose inputs are:
      • a binary Ethereum transaction encoded as it appears in a serialized Ethereum block
      • [optionally,] a 160bit account identifier “Sender”
    • Which results in the:
      • Appropriate Updates to Account, Account State, and Account Code Tables reflecting the application of the transaction
      • Log output (via EOSIO print intrinsics)
    • If the “R” and “S” values of the transaction are NOT 0:
      • A transaction containing this action must fail if the signature (V, R, S) within the input does not recover to a valid and known 160bit account identifier in the Accounts Table
    • If the “R” and “S” values of the transaction are 0:
      • A transaction containing this action must fail if “Sender” input parameter is not present or does not refer to a valid and known 160bit account identifier in the Accounts Table
      • If the associated entry in the Accounts Table has no Associated EOSIO Account OR if the transaction has not been authorized by the Associated EOSIO Account
  • The Application MUST implement an action named “create”:
    • Whose inputs are:
      • An EOSIO account
      • An arbitrary length string
    • Which results in new Account Table entry with:
      • Balance = 0
      • Nonce = 1
      • Account identifier = the rightmost 160 bits of the Keccak hash of the RLP encoding of the structure containing only the EOSIO account name and the arbitrary input string.
    • A transaction containing this action must fail if it is not authorized by the EOSIO account listed in the inputs
    • A transaction containing this action must fail if an Account Table Entry exists with this EOSIO account associated.
  • The Application MUST respond to EOSIO token transfers:
    • Provided that the EOSIO account in the “from” field of the transfer maps to a known and valid Account Table entry through the entry’s unique Associated EOSIO account
    • Transferred tokens should be added to the Account Table entry’s balance
  • The Application MUST implement an action named “withdraw”:
    • Whose inputs are:
      • An EOSIO account
      • A token amount
    • Which results in:
      • Deducting the amount from the associated Account Table Entry’s balance
      • Sending an inline EOSIO token transfer for the amount to the EOSIO account
    • A transaction containing this action must fail if it is not authorized by the EOSIO account listed in the inputs OR if such a withdrawal would leave the Account Table Entry’s balance negative.
  • The Application MAY implement additional actions for maintenance or transaction processing so long as they do not violate the key principles of the execution model above.
  • The Application MUST implement some method of specifying the “CHAIN_ID” for EIP-155 compatibility:
    • This MAY be done at compile time
    • This MAY be done with an additional initialization action

Note: A full history of changes to Submissions should be reflected in a Maker’s GitHub repository in order to enable the Poster and/or Judges to confirm fulfilment of the Submission Requirements.

(ii) Functionality: The Application must be capable of being successfully installed and running consistently on the platform for which it is intended, and must function as depicted in the video (if one is provided) and/or expressed in the text description.

(iii) New & Existing: Applications must be either newly created by the Maker or, if the Application existed prior to the Submission Period, must have been materially updated after the start of the Submission Period. Open source software may be used subject to Section 4.C (viii) below.

(iv) Testing: The Maker must make the Application available free of charge and without any restriction, for testing, evaluation and use by the Poster, Administrator and Judges during the Challenge and until the Judging Period ends (and, if necessary, afterwards for purposes reasonably connected with administering the Challenge, including verification of entries and resolution of disputes). The Maker must provide a way to access their Application for judging and testing, including an attached zip file containing the Application’s code, a link to their GitHub Release hosting the Application’s code, and any other deployment files and instructions needed.

(vi) Multiple Submissions: A Maker may submit more than one Submission. However, each update to a Maker’s Submission, if applicable, should be created as a new GitHub Release and submitted as a new Submission.

(vii) SDKs, APIs, & Data: Applications may integrate SDKs, APIs and data, provided the Maker is authorized to use them.

(viii) Intellectual Property: The Maker’s Submission must: (a) be the Maker’s original work product; (b) be solely owned by the Maker with no other person or entity having any right or interest in it; and (c) not violate the intellectual property rights or other rights including but not limited to copyright, trademark, patent, contract, and/or privacy rights, of any other person or entity. A Maker may contract with a third party for technical assistance to create the Submission provided the Submission components are solely the Maker’s work product and the result of the Maker’s ideas and creativity, and the Maker owns all rights to them. A Maker may submit a Submission that includes the use of open source software or hardware, provided the Maker complies with applicable open source licenses and, as part of the Submission, creates software that enhances and builds upon the features and functionality included in the underlying open source product. By entering the Challenge each Maker represents, warrants, and agrees that the Maker’s Submission meets these requirements.

(ix) Financial or Preferential Support: An Application must not have been developed, or derived from an Application developed, with financial or preferential support from the Poster or Administrator. Such Applications include, but are not limited to, those that received funding or investment for their development, were developed under contract, or received a commercial license, from the Poster or Administrator any time prior to the end of challenge Submission Period. The Poster, at their sole discretion, may disqualify an Application, if awarding a Prize to the Application would create a real or perceived conflict of interest or bias.

(x) Export Control Laws:  The Submission and its Maker shall each comply with all applicable import, re-import, sanctions, anti-boycott, export, and re-export control laws and regulations.  By entering the Challenge each Maker represents, warrants and agrees that this requirement is met and will continue to be met for the duration of the Challenge.

D. Text Description, Image, and Video Requirements

(i) Text Description: The text description should explain the features and functionality of the Application.

(ii) Images: The image(s) should be photographs or screenshots of the working Application.

(iii) Optional Video: The optional video portion of the Submission, if submitted:

  1. should be less than three (3) minutes long;
  2. should include footage that clearly explains the Application’s features and functionality through a comprehensive demo of the software;
  3. should be uploaded to YouTube, Vimeo, Facebook Video or Youku, and a link to the video must be provided on the submission form on the Challenge Website; and
  4. must not include third party trademarks, or copyrighted music or other material unless the Maker has permission to use such material.

While not submitting a video will not be marked as a negative as part of the judging process, providing a well-made video may assist the Judges to better understand the Submission.

E. Submission Modifications

i. Draft Submissions: Prior to the end of the Submission Period, Makers may save draft versions of their Submission on Devpost to their portfolio before submitting the Submission materials to the Challenge for evaluation. Once the Submission Period has ended, Makers may not make any changes or alterations to the Submission, but may continue to update the project in their Devpost portfolio.

Note: Makers are encouraged to promptly submit Submissions once they believe they have sufficiently met the Submission Requirements.

ii. Modifications after the Submission Period. The Poster may permit or require a Maker to modify part of their Submission after the Submission Period for the purpose of acquiring additional consent forms, adding a Challenge hashtag to the demonstration video, or removing material that potentially infringes a third party mark or right, discloses personally identifiable information, or is otherwise deemed inappropriate by the Poster and/or Administrator. The modified Submission must remain substantively the same as the original Submission with the only modification being what the Poster permits or requires. The Administrator may add the Challenge hashtag to the demonstration video on behalf of the Maker.

5. SUBMISSION RIGHTS

A. Maker Rights: Subject to the licenses described below, any applicable intellectual property rights to a Submission will remain with the Maker.

B. Poster Rights:By entering the challenge, you grant to the Poster, Administrator, and any third parties acting on the Poster’s behalf, a royalty-free, non-exclusive, worldwide perpetual license to display publicly and use for promotional purposes the Submission, for a period ending two years after the announcement of the Winner. This license includes, but is not limited to, posting or linking to the Submission on Poster’s, Administrator’s, and partners’ websites and applications, including the Challenge Website, and display and promotion of the Submission in any other media, worldwide.

C. Submission Display:Any of the Submission components may be displayed by the Poster, the Administrator or any third parties acting on the Poster’s behalf to the public, including the following: name, description, images, video URL, website URL, team members, the Submission category and platform, and submitter type. All Submission materials may be viewed by the Poster, Administrator, and Judges for screening and evaluation and Challenge administration.

D. Warranty: Makers represent and warrant that the Poster, Administrator, and Challenge partners are free to use Makers’ Submission in the manner described above, as provided or as modified by the Administrator, without obtaining permission or license from any third party and without any compensation to Makers.

6. JUDGING

A. Judges: Eligible Submissions will be evaluated by a panel of judges selected by the Poster (the “Judges”) periodically throughout the duration of the Submission Period. Judges may be employees of the Poster or third parties, may or may not be listed individually on the Challenge Website, and may change before or during the Judging Period. Judging may take place in one or more rounds with one or more panels of Judges, at the discretion of the Poster. There is no public voting in this Challenge.

B. Criteria: The Judges will evaluate Submissions using the following criteria (the “Judging Criteria”):

(i) The Maker and Submission satisfactorily fulfil all Submission Requirements.  This is a “Pass/Fail” criterion.  A “Pass” results in the Submission being an “Eligible Submission”.  A “Fail” results in the Submission being disqualified.

(ii) Selected transaction tests from those posted from time to time to: https://github.com/ethereum/tests.

(iii) Selected standard ERC-20 and ERC-721 token deployment tests.

Criteria (ii) and (iii) will be scored to reflect the number of tests successfully passed by the Eligible Submission.

Note: The Poster reserves the right to disqualify Eligible Submissions if the resource overhead imposed by the Application makes the use of the Application impractical (i.e. requiring an excessive amount of resources (compute, storage or network) for typical blockchain applications as compared with a native EOSIO implementation) or if the Application is not a genuine attempt to solve the intended challenge.

A “Solution” is an Eligible Submission that receives a score of 100% for criteria (ii) and (iii).

If, at the end of the Judging Period, there is no Eligible Submission that receives a score of 100% for criteria (ii) and (iii), then at the Poster’s discretion, such requirement may be lowered so that a Solution is the Eligible Submission that receives the highest score of all Eligible Submissions for criteria (ii) and (iii).

A “Potential Winner” is the Maker who, according to the Administrator’s records, submitted a Solution before any other Maker.

7. PRIZE

One prize of US$200,000 (the “Prize”) will be awarded to the Winner.

8. VERIFICATION OF POTENTIAL WINNERS

10. ENTRY CONDITIONS AND RELEASE

A. Each Maker (and, where they are Representatives, each of their Team’s or Organization’s participating members) agrees to the following:

(i) The relationship between the Maker, and the Poster and Administrator, is not a confidential, fiduciary, or other special relationship.

(ii) The Maker will be bound by and comply with these Official Rules and the decisions of the Poster and/or the Judges, which are binding and final in all matters relating to the Challenge.

Such request must be made promptly after the Maker knows or should have known there was a problem, and will be determined at the sole discretion of the Poster. In the event that a Winner has already the been determined by the time any error is corrected or a Submission resubmitted, neither the Poster nor the Administrator shall be required to reconsider that determination and the Maker shall have no remedy against the Poster or the Administrator.

11. PUBLICITY

A. Consent: By participating in the Challenge you consent to the use of personal information about you, if you are a winner, by the Poster, Administrator, and third parties acting on their behalf. Such personal information includes, but is not limited to, your name, likeness, photograph, voice, opinions, comments and hometown and country of residence. B. Announcements: Any Maker that has been informed by the Poster or the Administrator that it is the Potential Winner or the Winner (i) shall keep this confidential and shall not disclose this to any third party or make any public announcement to this effect until the Poster has publicly announced the Winner and (ii) shall cooperate with and fulfil the reasonable requirements of the Poster and the Administrator with respect to any announcements or publicity regarding the Challenge, including as required by any relevant Required Form. Failure to comply with this section 11.B may result in disqualification of the Maker and forfeiture of any Prize, at Poster’s discretion.

12. GENERAL CONDITIONS

A. Poster and Administrator reserve the right, in their sole discretion, to cancel, suspend and/or modify the Challenge, or any part of it, in the event of a technical failure, fraud, or any other factor or event that was not anticipated or is not within their reasonable control.

B. Poster and Administrator reserve the right in their sole discretion to disqualify any Maker it finds to be actually, or presenting the appearance of, tampering with the entry process or the operation of the Challenge or to be acting in violation of these Official Rules or in a manner that is inappropriate, unsportsmanlike, not in the best interests of this Challenge, or a violation of any applicable law or regulation.

C. Any attempt by any person to undermine the proper conduct of the Challenge may be a violation of criminal and civil law.  Should Poster or Administrator suspect that such an attempt has been made or is threatened, they reserve the right to take appropriate action including, but not limited to, requiring a Maker to cooperate with an investigation and referral to criminal and civil law enforcement authorities.

D. If there is any discrepancy or inconsistency between the Official Rules and statements contained in any Challenge materials, whether made available by the Poster, the Administrator or any other person, including but not limited to the Challenge Submission form, Challenge Website, advertising (including but not limited to television, print, radio or online ads), the Official Rules shall prevail.

E. The Official Rules are subject to change at any time, including regarding the rights or obligations of Makers, the Poster and the Administrator. The Poster or Administrator will post any amended Official Rules on the Challenge Website.  To the fullest extent permitted by law, any amendment will become effective at the time specified in the posting of the amended Official Rules or, if no time is specified, the time of posting.

F. If at any time prior to the deadline, a Maker or prospective Maker believes that any Official Rule is or may be unclear or ambiguous, they must submit a written request for clarification. The Poster and/or the Administrator may, but are under no obligation to, provide such clarification as they see fit and without liability. Any such clarification may be made public by the Poster and/or the Administrator.

G. The Poster or Administrator’s failure to enforce any term of these Official Rules shall not constitute a waiver of that provision. Should any provision of these Official Rules be or become illegal or unenforceable in any jurisdiction whose laws or regulations may apply to a Maker, such illegality or unenforceability shall leave the remainder of these Official Rules, including the Rule affected, to the fullest extent permitted by law, unaffected and valid. The illegal or unenforceable provision shall be replaced by a valid and enforceable provision that comes closest and best reflects the Poster’s intention in a legal and enforceable manner with respect to the invalid or unenforceable provision.

H. Excluding Submissions, all intellectual property related to this Challenge, including but not limited to copyrighted material, trademarks, trade-names, logos, designs, promotional materials, web pages, source codes, drawings, illustrations, slogans and representations are owned or used under license by the Poster and/or Administrator and shall remain their exclusive property. Unauthorized copying or use of any copyrighted material or intellectual property without the express written consent of its owners is strictly prohibited. Any use in a Submission of Poster or Administrator intellectual property shall be solely to the extent provided for in these Official Rules.

13. LIMITATIONS OF LIABILITY

By entering, all Makers (including, in the case of a Team or Organization, all participating members) agree to be bound by the Official Rules and hereby release the Released Parties from any and all liability in connection with a Prize or any Maker’s participation in the Challenge. Provided, however, that any liability limitation regarding gross negligence or intentional acts, or events of death or body injury shall not be applicable in jurisdictions where the Released Parties may not under applicable law limit such liability. Provided further that if applicable law prohibits limiting liability to this extent, then the Released Parties’ liability shall be limited to the minimum amount that applicable law imposes.

14. DISPUTES

A. Except where prohibited by law, as a condition of participating in this Challenge, Maker agrees that:

(i) any and all disputes and claims must be notified to the Poster and the Administrator within fifteen (15) days of a Winner being declared or be forever barred.
